From your export to a file you can hand over — four steps

Everything below runs on the export your student management system already produces. No connector to install, no learner priced per head, runs not metered — a transition closes over months, and the file stays live until the last learner is Done.

STEP 1

Drop the export

A CSV or the AVETMISS NAT00120, as-is. Your browser strips names before anything is sent — you see a preview of exactly what travels, and can download that exact copy. A file carrying a name, a date of birth or a USI is rejected outright.

STEP 2

The verdict, learner by learner

Each enrolled learner measured unit by unit against the current qualification: what carries across, what needs an assessment decision, what is genuine bridging. Where the register does not publish enough to say, the file says so instead of guessing.

STEP 3

The worksheet and the log

Handed over in the order you key the credit transfers in: who, which unit, what they get, why. Every action you record — credit recorded, assessment scheduled, learner closed — is a dated entry in a log where undoing something is a new entry, not an erasure.

STEP 4

The file with the fingerprint

The whole run prints as one document: the UTC timestamp, the per-learner verdicts, the decision log with its dates, and the full SHA-256 fingerprint of the file the engine measured — on the CSV path, that is the de-identified copy you downloaded at step 1, not the original export. Re-hash that copy any day and it must match.

What is hard to reconstruct months later is when you decided what, and on which file. Every run carries it: the UTC timestamp, each learner's verdict, the decision log with its dates — and the full SHA-256 fingerprint of the measured file. On the CSV path that file is the de-identified copy you downloaded at step 1, so anyone holding that copy can re-hash it any day and check the match.

The legal spine

Transitioning learners has a legal spine — and it runs two clocks

Transitioning a superseded product isn't housekeeping — it's item 14 of the 2025 compliance standards (F2025L00355, in force 1 July 2025). A superseded product runs two clocks, and confusing them is the whole trap:

New enrolments — a hard date

One year after the replacement enters the register, the old product is closed to new starts — s 14(1)(a)(i), as ASQA's published guidance reads it. ASQA can extend it, and where an extension is published we apply it to the date we show.

Learners already enrolled — no fixed deadline

They finish or transfer in a timely manner, a period your RTO justifies case by case. No countdown — and we never call it a teach-out deadline, because the instrument doesn't: we counted the words.

We read the register and the legislation; we do not assess compliance. The analysis measures your learners against what the register publishes; the teaching, the assessment and the compliance judgement stay with you.
