For an RTO registered by ASQA, new enrolments are not permitted today, unless ASQA has approved otherwise — for your organisation, for a class of RTOs, or for all RTOs. The one-year point this rule counts from — one year from the date the replacement was included on the National Register — fell earlier, on 24 January 2014. That date is arithmetic, not a day on which this instrument prohibited anything: s 14(1)(a)(i) of the National Vocational Education and Training Regulator (Compliance Standards for NVR Registered Training Organisations and Fit and Proper Person Requirements) Instrument 2025 (F2025L00355) commenced on 1 July 2025 and imposes nothing before then. RTOs registered by VRQA in Victoria or by the TAC in Western Australia are not covered by it.

Learners already enrolled have no fixed deadline: they complete the product and are issued their AQF certification, or transfer to the replacement, in a timely manner (ASQA guidance, read live 25 August 2026).

A second obligation follows from the same fact: under s 7(2)(c) of the same instrument, advertising may refer to a superseded product only while it is on scope and new enrolments are permitted. For an RTO registered by ASQA, new enrolments in this product are not permitted today, so a course page advertising it is not permitted either — and if ASQA approves a later enrolment date, that moves with it.

Is DEFCA403B on your scope?

This page is the register's record of one product. What it cannot tell you is whether DEFCA403B sits on your own scope today, or what else on that scope has moved without anyone noticing. Enter your RTO number and we read every product on your live scope against training.gov.au and tell you which ones are superseded and which replacements the register flags not equivalent.

Public code, nothing else. We read your live scope from training.gov.au and answer here — we keep neither the code nor the answer; what remains is the two-minute abuse counter described on our privacy page.

Whether a supersession requires anything of you, and what, sits with you and your regulator. This page maps what the register records; it does not make that judgement. If the difference between an equivalent and a non-equivalent replacement is the question, we wrote it up in equivalent vs not equivalent.

Where DEFCA403B is used

training.gov.au lists DEFCA403B inside 5 training products, none of them current. Every one of them is below, with the register's own core or elective flag for DEFCA403B in that product.

Products no longer current 5 listed

The register still records DEFCA403B inside these, but it no longer recommends them as current. They are here because a scope history or an old enrolment can still point at them.

Source: this product on training.gov.au, Australia's national training register — or go straight to the units it requires. The rule itself is item 14 of F2025L00355, and ASQA publishes the extensions it has granted. Read on 14 October 2026 UTC. Every code, title, date, status and equivalence flag on this page is the register's; nothing here is estimated or inferred, and where the register publishes nothing we say so.
