Not equivalent. Title changed. Some units moved from core to electives as they are not essential skills for all leaders. First aid unit moved from core to electives. Some activity groups removed as these were too complex for leaders working at this level. Certificate IV then introduces the availability of those complex technical skills, e.g. canyoning, paddling on higher grade rivers, specialty SCUBA diving. Reduced numbers are required to achieve the qualification (from 24 to 22 units). Elective groups simplified. This reflects consolidation of many units within the Training Package. Packaging rules provide more flexibility.
