Can an RTO still enrol new students in WRH40109?

For an RTO registered by ASQA, new enrolments are not permitted today, unless ASQA has approved otherwise — for your organisation, for a class of RTOs, or for all RTOs. The one-year point this rule counts from — one year from the date the replacement was included on the National Register — fell earlier, on 20 July 2012. That date is arithmetic, not a day on which this instrument prohibited anything: s 14(1)(a)(i) of the National Vocational Education and Training Regulator (Compliance Standards for NVR Registered Training Organisations and Fit and Proper Person Requirements) Instrument 2025 (F2025L00355) commenced on 1 July 2025 and imposes nothing before then. RTOs registered by VRQA in Victoria or by the TAC in Western Australia are not covered by it.

Is there a deadline for learners already enrolled in WRH40109?

Learners already enrolled have no fixed deadline: they complete the product and are issued their AQF certification, or transfer to the replacement, in a timely manner (ASQA guidance, read live 25 August 2026).

SIH40111 replaces WRH40109 as the intent of the qualification remains unchanged. A more flexible approach to packaging has been adopted. New units that build on specialised technical skills and technical leadership have been included. The total number of units required to complete this qualification remains at 11 units. The number of core units has decreased from 7 to 2 units. The number of elective units has increased from 4 to 9 units.
