Can an RTO still enrol new students in FNS40915?

For an RTO registered by ASQA, new enrolments are not permitted today, unless ASQA has approved otherwise — for your organisation, for a class of RTOs, or for all RTOs. The one-year point this rule counts from — one year from the date the replacement was included on the National Register — fell earlier, on 4 November 2021. That date is arithmetic, not a day on which this instrument prohibited anything: s 14(1)(a)(i) of the National Vocational Education and Training Regulator (Compliance Standards for NVR Registered Training Organisations and Fit and Proper Person Requirements) Instrument 2025 (F2025L00355) commenced on 1 July 2025 and imposes nothing before then. RTOs registered by VRQA in Victoria or by the TAC in Western Australia are not covered by it.

Is there a deadline for learners already enrolled in FNS40915?

Learners already enrolled have no fixed deadline: they complete the product and are issued their AQF certification, or transfer to the replacement, in a timely manner (ASQA guidance, read live 25 August 2026).
